Hugo Estates aims to foster a living environment where residents can enjoy the benefits of homeownership in a structured community setting. Manufactured homes today are built to contemporary standards, offering diverse floor plans and modern amenities that cater to a variety of lifestyles. While the dynamics of any managed community can be influenced by various factors, Hugo Estates strives to offer a stable place to call home for those exploring affordable housing options in the Washington County area and the wider Twin Cities region.
Understanding the specific rules, management practices, and community atmosphere is crucial when considering a manufactured home park. Hugo Estates, positioned conveniently near Highway 61, seeks to provide a blend of quiet suburban living with practical access to the amenities and opportunities of the greater metropolitan area.

The park's proximity to Highway 61 is a major advantage, ensuring straightforward commutes to both downtown St. Paul and Minneapolis, as well as to surrounding communities and employment hubs. This excellent connectivity makes Hugo Estates a viable option for those who work in the metropolitan area but prefer a quieter residential setting. Additionally, Hugo is recognized for being an "up and coming and growing quickly" area, with increasing numbers of shops, restaurants, and amenities.
Within Hugo itself, residents have access to essential services, local businesses, and recreational opportunities. The area boasts beautiful walking paths, parks, and is known for its "quiet beauty" with "lots of trees and wetlands to look at and enjoy." Hugo Estates offers a unique and potentially suitable living arrangement for many Minnesotans, especially those who are seeking an affordable entry into homeownership within a growing suburban area with strong connections to nature and urban conveniences. Its location in Hugo, Washington County, provides residents with the best of both worlds: the tranquility and community spirit of a smaller town, coupled with remarkably easy access to the extensive job markets, cultural attractions, shopping, and dining of the Twin Cities metropolitan area via Highway 61.
For locals, the primary appeal of Hugo Estates is its value proposition. Manufactured homes here represent a more financially accessible path to owning a home than many traditional housing options in the broader metro. This makes it an attractive choice for first-time homebuyers, young families, or those looking to downsize and reduce housing costs without sacrificing the sense of having their own property. The community's natural surroundings, including walking paths, wetlands, and parks, align well with the active, outdoor-loving lifestyle many Minnesotans cherish. Furthermore, the presence of good schools and a reputation for friendly neighbors suggests a supportive environment for families.
However, prospective residents must be fully aware of and consider the significant concerns raised in recent reviews regarding management practices under Summit Management. Issues such as consistent rent increases, strict and perceived arbitrary rules, and challenges with maintenance responsiveness are critical factors. While the physical location and the potential for affordable homeownership are strong positives, the day-to-day experience of living in a manufactured home park is heavily influenced by management.
Therefore, for Minnesotans who are proactive in understanding community rules, financial commitments (especially future rent increases), and management's approach, and for whom the benefits of affordable homeownership and a desirable location outweigh the potential challenges highlighted, Hugo Estates remains a viable option. It provides an opportunity to own a home and participate in a community in a strategic part of the Twin Cities metro.
Customer Reviews
I have family that has lived in the park since 2017. The new owners Summit Management are horrible. Constantly increasing the rules and raising the rent since they took ownership a few years ago. The lot rent here a month is currently $575 and has been increased every year since Summit took over. Most of the people who live here are low income and they have made it so very difficult for them. Even though they have residents who are over 70 and some that are disabled. They constantly threat to evict them over silly things like not having the outside pressured washed on the bottom skirting and they have even checked for loose screws and threaded to take action if not fixed by their stated time period. Summit Management is a growing property management company and does not care about their residents, they are only out to make more and more profit and they find every way they can to threaten eviction and fines. They now have a no pet policy that even includes reptiles, birds, and insects. How ridiculous is it to limit your residents to not being allowed to have indoor cats. It’s pretty sad that companies only care about money and not the people they are getting paid by.
Place is junk. The ownership changed and they jacked up lot rent and they have effectively done nothing to improve the park.
You guys are ridiculous. How long did you sit here and make fake 5 star reviews for yourself? I don't live here, but I have family and friends that do, for over 15 years. Constantly threatening people with eviction for every tiny little thing, raising rent as drastically as you have with no cares for the low income, elderly or disabled people on fixed incomes. You replace homes with used FEMA trailers and ask for $1400 in rent on top of your lot rent! I rent a townhouse, over twice the size of your trailer, and pay less, without the constant harassment of management. Market rate is less. Most people that live in a trailer park do so for economic reasons and now they are seeking help from food shelves and government assistance when they were able to handle things without help before. $305 to $490 is so dramatic for those folks. Threats to evict elderly for not having lawns mowed, power washed houses, roof replacements. I understand working to better the park, but you do know how much the people there suffer and it's worse because they know that you don't care. Absolutely shameful. And put in a playground for the kids, you charge enough to live there, the kids shouldn't have to go to the school or leave the premises to play.
We moved into Hugo Estates in October 2020 and had some major setbacks getting our home placed and ready to move in. With the help of Katrina, Robbie, all the property staff and owners of Summit Properties, our move was made much easier. We are very thankful for all the hard work we received from everyone and truly making our transition less hectic and possible. Katrina and all staff involved were very responsive and helpful. All of questions and concerns were answered and taken care of in a timely manner. Everyone is extremely nice and friendly. It truly is a wonderful community, very clean and well maintained.
Great place to live. Everyone is extremely nice and helpful. Katrina has always answered all of my questions and concerns. The lots are kept clean and the park looks really good. I have lived in, and seen other parks and this one is the best one I have been in.
