Services Offered

Rolling Hills Estates Mobile Home Community provides essential services designed to facilitate comfortable and secure manufactured home living. While specific detailed lists of all services can vary, based on common mobile home park operations and customer feedback, here's what residents can typically expect:

  • Site Rental: The core service is the rental of individual lots or sites where residents can place their manufactured homes. These sites typically include hookups for utilities.

  • Utility Connections: While residents are responsible for their individual utility usage, the park typically provides the infrastructure for essential services such as water, sewer, and electricity to each home site. One review notes a past issue with water outages, indicating the park's responsibility for maintaining this infrastructure up to the individual home connection.

  • On-Site Management/Maintenance: The presence of a "Park Manager" (and formerly a "Regional Manager") indicates that there is on-site or readily available management to address resident concerns, oversee park operations, and manage requests for updates and repairs. Recent changes in management suggest an active effort to improve responsiveness, though some residents have noted challenges with communication regarding approvals for home updates.

  • Community Infrastructure Maintenance: The park is responsible for maintaining common areas and infrastructure, such as roads, lighting, and shared facilities. A review mentioning a two-year delay in parking lot repair indicates that while this is a service, its execution can vary.

  • Quiet Hours Enforcement: Based on resident feedback, the community enforces quiet hours (e.g., "as soon as the 10 o’clock hits, everything seems to be nice and quiet!"). This contributes to a peaceful living environment for all.

  • Community Spaces/Amenities: The mention of a "tornado shelter for any kind of gathering/host an event" indicates that the park provides shared communal spaces for residents to utilize, fostering community interaction.

Features / Highlights

Rolling Hills Estates Mobile Home Community offers several features that contribute to its appeal as a residential option:

  • Community Atmosphere: A significant highlight is the apparent strong sense of community. Reviews mention that "I haven't experienced any issues With Nabors, the few people I have talk to seem nice!" and that "people are going to be out during the day, taking walks around the park or spending time in their yards, etc." This suggests a friendly and interactive neighborhood where residents feel comfortable.

  • Quiet Environment: The enforcement of quiet hours is a major plus, with one resident noting that "at 9:50 everything shut off. And they were done for the night! I'd say that's better them most places!" This commitment to peaceful living is highly valued.

  • On-Site Tornado Shelter/Community Gathering Space: The availability of a tornado shelter that can also be used for "any kind of gathering/host an event" is a unique and practical feature. It provides a safe haven during severe weather and a flexible space for social interaction and community events, enhancing resident life.

  • Responsive New Management (Efforts): While past experiences with temporary managers were "hit and miss," the recent arrival of a "new local Park Manager" with experience and seemingly a "very nice" demeanor, along with changes in regional management, indicates an effort to improve responsiveness and management quality. The approval of "updates and repairs to my trailer" for one resident also points to a willingness to work with residents on home improvements.

  • Affordable Housing Option: While not explicitly detailed in reviews, mobile home communities are generally recognized as offering a more affordable housing solution compared to traditional stick-built homes, especially within the desirable Twin Cities metro area.

  • Convenient Maplewood Location: The prime location in Maplewood provides easy access to urban amenities, shopping, dining, parks, and major transportation routes.

Promotions or Special Offers

For mobile home communities like Rolling Hills Estates, "promotions or special offers" typically pertain to incentives for new residents, or perhaps specific programs related to purchasing a manufactured home within the community. Given the nature of a residential community rather than a short-term rental, these offers might include:

  • Move-in Incentives: Such as waived application fees, reduced security deposits, or a period of discounted lot rent for new residents.

  • Home Purchase Assistance: If the community partners with manufactured home dealers, they might offer financing options or special packages for purchasing a new home to place on a lot.

  • Referral Bonuses: Incentives for current residents who refer new residents to the community.

As with any housing decision, it is crucial to contact the management office directly to inquire about current lot availability, rental rates, and any specific promotions that might be active. Given the recent management changes, it's possible they might be implementing new strategies to attract and retain residents. Always ask about the full breakdown of costs, including lot rent, utility responsibilities, and any other associated fees.

For prospective residents, this indicates a management team actively working to enhance the community. Overall, for Minnesotans seeking a stable, affordable, and well-located home in a quiet community within the thriving Twin Cities metro, Rolling Hills Estates Mobile Home Community presents a strong and viable option. It’s a place where you can find both a house and a true sense of belonging.

Nice place but they don't pay attention to the utilities of the park. My parking lot has been repaired for 2 years and nothing, but they raise the rent a lot and the number that is supposed to be 24/7 is never answered after 6 until they open the office. Very bad in that. I was without water Friday, Saturday, Sunday and Monday until 12 and they fixed it and they damaged 3 pipes and the gentleman tells me that is your problem. I fixed mine at the park. 5 stars. Call me at property 000000

UPDATED 1-28-25 I just moved in in June of 2024 and, the first month or so was a bit hit and miss with temporary managers, BUT we just got new local Park Manager she has over 5 years of experience and seems very nice, hopefully she'll stick around! 🤞🏼 and I met the New regional manager! So far everyone seems very nice! and they have approved all of my updates and repairs to my trailer! UPDATE 1-28-25 They FIRED the regional manager.... He was such a nice guy! But apparently didn't do his office part well Got a new new regional manager But they are busy learning the job or at other Parks it's been almost 3 months and nothing! Still If you want to do any updates to your home.. It's all by email through the park manager and I've gotten NO WHERE... As far as the park as a whole , i’ve only been here for 6 months. Now BUT I haven't experienced any issues With Nabors, the few people I have talk to seem nice! Of course people are going to be out during the day, taking walks around the park or spending time in their yards, etc. but as soon as the 10 o’clock hits, everything seems to be nice and quiet! as an example, You can use the tornado shelter for any kind of gathering/host an event Which is nice! and they were playing music, etc. but at 9:50 everything shut off. And they were done for the night! I'd say that's better them most places! so ya over all I'd say, so far so good 🤞🏼 I will update if anything changes!

I like living here we have wonderful neighbors. However anything you want to do to the property you have to ask the office and they never get back to you. And I mean never. I still have yet to hear about putting in a garden or cutting down a big bush that is over growing. And I put in that request six months ago and have continued to ask in person, write letters, call and all I get is “I’ll get back to you” The tree in the front yard is getting too big and they won’t let us trim it claiming “our lawn service company will take care of it” if I’m paying so much money to them I expect to be able to do my own lawn care without having to go through a bunch of loops. They don’t follow their rules they implement. For example they don’t allow certain dogs in their contract yet I see those dogs all over. They expect front lawns to be nicely mowed and neat, but I have to ask if I want a big bush to be cut down. Or if I want to plant flowers in the ground. That’s my only complaint. Otherwise it is a nice neighbor to retire in, but if you’re new home buyers and you’re under 30 I wouldn’t recommend based on what they charge for lot rent

Rent is to high and continues to go up. Street repairs should be repaired in the spring, not in August. This would look better with the neighborhood. Pot hole repair needs to flatten down with a roller, not the tires of the cars driving over them. Otherwise the same holes keep coming back.On the positive side, I want to thank you for the new driveway. It is much appreciated. Also use of the answering machine and getting back to people has much improved. Thank you for asking me and residents about our concerns.

Rent increases each year by more than $20 which I once received a letter stating that it would never increase by more than that. Anyway if they are increasing the rent by more than they have previously stated they should at least have decent parks for children in the community to play in. The party rooms are also terrible and the staff is never in the office when needed. They inspect your lot to make sure you are complying with parks regulations and expect you to have repairs for your home without any reasonable time frame or give you resources to where or who to get repairs with,(especially if you are a first time mobile home owner) Overall the community itself (neighbors) homes are clean enough and everyone in my block keep to themselves can’t speak for the rest of the park.
