In the vibrant landscape of New Hampshire’s housing market, manufactured housing communities, often referred to as mobile home parks, offer an attractive and stable option, particularly for the 55+ demographic. Toy's Manufactured Housing Inc. is a well-known local entity that not only sells new manufactured and modular homes but also owns and operates several key communities in the Rochester and Barrington areas, including Emerald Acres, Barrington Estates, Grand View Estates, Buck Meadows, and the highly desirable Cocheco River Estates. This company is defined by its commitment to community stability and, notably, its strict adherence to and enforcement of park rules, which is a major factor in the quality of life offered to its residents.
The experience of residing in a Toy's-operated community, particularly Cocheco River Estates, is characterized by a "cloister is both protective and restrictive" dynamic, as described by a long-term resident. This perspective is vital for local New Hampshire users to understand: these are not typical, relaxed residential communities. The management's fierce protectiveness of the quality of life translates into "ironclad" policies. A key example is the strict occupancy rule, which limits units in at least one park (Cocheco River Estates) to no more than two people per residence. While one potential resident found the enforcement of this rule—even in the case of an adult mentally handicapped family member—to be rude and unreasonable, a current resident praised this strict enforcement. They noted that it protects property values and the aesthetic quality of the community by preventing issues common in poorly managed parks, such as dogs running loose, abandoned burned-out homes, and debris like old couches in yards, issues that previously caused them financial loss elsewhere.
Ultimately, Toy's Manufactured Housing Inc. provides a clearly defined product: high-quality, tenant-owned homes within meticulously managed communities. For prospective residents in New Hampshire who value stability, quiet, and a predictable, well-maintained environment over flexible rules, these parks, despite the firm gatekeeping process, represent an excellent choice for a long-term retirement or stable housing solution.
The business functions as both a retailer of new homes and a park operator, meaning they manage the land lease, enforce the community rules, and ensure the communal areas of the park are properly maintained.

Conclusion: Why This Place is Suitable for Locals
For New Hampshire locals, particularly those aged 55 and over seeking a stable, affordable, and meticulously maintained housing option in the Seacoast area, a Toy's Manufactured Housing community is an ideal choice. The suitability lies precisely in its strict, "protective" management style. While the rigidity of rules—such as the two-person occupancy limit in Cocheco River Estates—can be perceived as off-putting by some, it is the mechanism that guarantees the high quality of life and the preservation of home values that many mature residents prioritize. Local users in New Hampshire looking for a retirement community offering a heated pool, clubhouse, and exercise facilities, combined with the convenience of city utilities and a prime location near coastal and mountain attractions, will find the structured environment of a Toy's community to be a reliable and high-quality alternative to traditional housing options.

We called the office today and spoke with Dawn, who I believe is the park manger, to speak about my 80 year old parents possibly purchasing 40 Mondnock at Cocheco River Estates , she was very receptive to the idea until I told her about my adult mentally handicapped brother that lives with them. At that point the conversation went south. She rudely said that he could not live with them as they only allow 2 people to live in a unit, once you add a third it is now a family, and they do not allow that. I would be interested to see if there are any “family’s” living in the park right now. Or perhaps it’s another reason she would not want them to live there. Regardless I have never had the displeasure of speaking to a human being that was as rude as Dawn was during our conversation. I welcome feedback to this review to perhaps get a better understanding of why this person would conduct themselves in this manner.
Mar 29, 2017 · Ron BrownTo former reviewer Ron Brown. Rules in this park are very strict. I don't believe your brother's condition was the exception, it is a "no more than 2 people per residence" ironclad policy. The policies are publicly posted on the website and available for all to see prior to contacting the park - or they were last time I looked. We are residents of the community and love the rules. Having lost a lot of money on a mobile home in a Maine park because although the owner posted Rules, they did nothing to enforce them , so there were old couches in front yards, dogs running loose, and burned out homes left to rot. Made it very difficult to sell there and sold at a loss. As I tell people, a cloister is both protective and restrictive at the same time. The Toy family is fiercely protective of the quality of life in their communities in my opinion. I could see how this zeal could be misconstrued in a phone conversation.
Apr 19, 2017 · Virginia ChappellFriendly great neighbors, great location, low property taxes, socialize at the clubhouse, and four beautiful seasons to enjoy all year long. Really enjoyed living there for over 9 years, wish we could afford to buy a place there again ... we would.
