Introduction / Overview
For many New York residents, finding a suitable, affordable, and sustainable living situation remains a top priority. Manufactured housing communities, often referred to as mobile home parks, represent a significant segment of the housing market, offering an alternative to traditional stick-built homes. The Woodlands Community, located in Hornell, NY, provides a unique model within this sector: it is a
Resident-Owned Community (ROC)
. This means the neighborhood is owned by a cooperative of homeowners who live there, rather than a single corporate landlord or outside investor. This structure is designed to give residents a direct vote on important community matters, such as community rules, lot fees, and board representation, fundamentally shifting the dynamic from a traditional landlord-tenant relationship to one of co-ownership and collective management. However, as is common with all forms of community living, the experience can be nuanced and depends heavily on internal governance and personal expectations. Feedback from current or former residents highlights both the promise of the resident-owned model and the challenges that arise from community management. Reviews express significant concerns about the actions of the elected board, citing issues of what they perceive as retaliation against residents, lack of accountability from elected officials, and long-standing maintenance issues, such as a destroyed lawn that was not promptly repaired. Furthermore, the transition of the community to a
55+ age restriction
after some residents moved in has led to frustration and attempts to remove families who are not of the designated age, creating a significant point of conflict. This overview is crucial for local New York users considering a move to The Woodlands Community. It underscores that while the
ROC structure
offers potential benefits in stability and control, prospective homeowners must perform diligent research into the current state of the board, the enforcement of community rules, and the strict adherence to the 55+ age requirement.
Location and Accessibility
The Woodlands Community is situated at 1190 Webbs Crossing Rd, Hornell, NY 14843, USA. Hornell is a city located in Steuben County in the Southern Tier region of New York State. For New Yorkers in the central and western parts of the state, Hornell is accessible and offers a more rural, quieter environment compared to the state's major metropolitan hubs.
The community’s location on Webbs Crossing Road places it in a residential area of Hornell, likely offering a degree of peacefulness and proximity to the natural landscapes typical of the Southern Tier. Accessibility for local New York users is generally good, as Hornell is connected by major state routes, providing straightforward travel to larger cities like Rochester or Binghamton, though it requires a considerable drive. For residents of the Southern Tier, this location offers the convenience of community living while being near local Hornell services, shopping, and medical facilities. The setting promotes a local, contained lifestyle, reducing the need for constant, long-distance travel, which is a major draw for older residents who may be prioritizing convenience and a slower pace.
Services Offered
As a manufactured home park, the core service provided by The Woodlands Community is the leased land (lot rent) upon which residents place or purchase their manufactured homes. As a Resident-Owned Community (ROC), the services and their management are determined by the member-elected board and the community’s operational budget, funded primarily through lot fees. While specific daily services should be confirmed directly with the community management, a ROC structure typically includes:
UL
LI>
Land Lease/Lot Rent: Provides the space for the resident’s home and contributes to the community’s operating costs, capital improvements, and property taxes (though the relationship between lot rent and individual tax payment remains a point of contention for some residents).
LI>
Common Area Maintenance: Maintenance of shared infrastructure, including internal roads, common green spaces, and community facilities (if applicable). Resident reviews, however, suggest that maintenance responsiveness, such as lawn repair, has been a significant challenge.
LI>
Utilities Management: This typically includes the provision or management of water, sewer, and potentially garbage collection, though the cost structure and inclusion in lot rent should be verified.
LI>
Elected Governance: A primary service of the ROC model is the governance structure, where a resident-elected Board of Directors is responsible for managing the community's operations, finances, and rule enforcement.
LI>
Zoning/Age Restriction Enforcement: The park is noted to be a
55+ community
, meaning a primary service is the regulation and enforcement of this age restriction to maintain the intended demographic of the neighborhood.
Features / Highlights
The Woodlands Community offers several distinctive features that make it notable for local New York users, particularly those interested in the manufactured housing lifestyle.
UL
LI>
Resident-Owned Community (ROC) Model: This is the most significant feature. It provides an inherent level of security and long-term stability often absent in investor-owned parks, as residents collectively own the land and control their lot fees and community rules. This unique structure is attractive to those seeking greater autonomy over their living environment.
LI>
Designated 55+ Community: The age restriction makes it an attractive option for New York seniors looking for a quiet, age-restricted neighborhood designed for a maintenance-free or low-maintenance lifestyle. This feature aims to foster a shared-interest community among active adults.
LI>
Affordable Housing Alternative: Manufactured housing offers a generally lower entry point to homeownership compared to purchasing a traditional single-family home in the Hornell area, making it a viable option for those on a fixed income or looking to downsize.
LI>
Southern Tier Tranquility: The setting near Hornell provides a peaceful, non-urban atmosphere, allowing residents to enjoy the natural beauty and community-focused living of Upstate New York.

Conclusion: Why this place is suitable for locals
The Woodlands Community in Hornell, NY, is particularly suitable for a specific subset of the local New York population: active adults (55+) seeking affordable, stable, and community-centric homeownership. The core benefit of the resident-owned structure offers local users a significant level of control over their housing future—a rare advantage in today’s real estate market. This model, when functioning optimally, provides peace of mind through democratic governance, ensuring that community decisions are made by those who live there.
However, local users must approach this community with a full understanding of the dualities presented in the customer feedback. The critical reviews underscore the importance of civic engagement within a ROC. Prospective residents must be prepared to actively participate in community governance to ensure the board remains accountable and that maintenance standards are upheld. Furthermore, the 55+ age restriction is a firm consideration that non-qualifying individuals should not disregard. For New Yorkers who fit the age criteria, value the concept of collective ownership, and are looking for a more financially accessible path to home stability in the quiet Southern Tier, The Woodlands Community offers a compelling and potentially rewarding housing option, provided they are willing to engage with the responsibilities that come with being a community co-owner.

Woodlands elected board is extremely reactionary and retaliate against residents who make the president pat emerson do her job she was elected for. I strongly reccomend finding another place as its also now a 55+ community and have tried to remove ME AND MY FAMILY since they changed to a 55+ comminity after i moved in. Not to mention my lawn was destroyed mearly 4 years aho and they still have to repair my lawn via landscaping. The elected officials do not do anything but fondle each other ans protect each other from having to actually be held accountable for anything. And the taxes are ludicrous as we pay lot rent which is supposed to go towards taxes but whatever.
Mar 09, 2023 · Brady BowlesMy aunt has lived here several years. Really disappointed that its mainly elderly living here and there's no street lights. Poles but no lights. Used to but must cost too much to keep your elders safe.
Oct 06, 2019 · Chelle LykeWoodlands is. 55+ community now. They changed that ablut 3 years ago and have been trying to kick out anyone under that age. Anyone under 55 count your days. Cuz pay emerson has harassed a few younger tenants trying to get them to leave. They are trying to force out younger peoples.
Mar 12, 2023 · Manboutu O'maeleyI’ve lived in the park for 10 years and they are doing great things. Owners only pay taxes on their home. The community pays land taxes. We are a 55+ community but have 20% space allocated to under 55.
May 16, 2023 · Beverly GilbertYou have to pay taxes even though you have to pay lot rent as well. Owner should be paying taxes.
