Rolling Acres Mobile Estates About
For Illinois residents exploring affordable housing options, manufactured home communities often present a viable path to homeownership or stable rental living. Rolling Acres Mobile Estates, located in Jacksonville, IL, is one such community that has been part of the local housing landscape for many years. Situated at 1042 E Morton Ave, it's an all-ages community that offers home sites on approximately 39 acres, with a mix of privately owned and community-owned homes.
Recent public information indicates that Rolling Acres Mobile Estates is currently undergoing a bankruptcy sale process, being offered as part of a portfolio of communities in and around Springfield, IL. This significant status impacts the current and future state of the property. While some past resident reviews have expressed considerable dissatisfaction regarding maintenance, cleanliness, and communication, it's important for prospective residents to understand the current context of the property being under a distress sale. This situation can sometimes lead to periods of instability but can also precede significant changes and potential revitalization under new ownership. For those considering living in a manufactured home community in Illinois, it's crucial to gather the most up-to-date information directly from current contacts associated with the sale or any interim management.
Rolling Acres Mobile Estates is strategically located at 1042 E Morton Ave #58, Jacksonville, IL 62650, USA. This address places the community within the city of Jacksonville, in Morgan County, Illinois, providing residents with access to local amenities and regional connections.
Jacksonville itself is a city with a population of over 18,000, offering a range of services, educational institutions (such as Illinois College and MacMurray College), and local attractions. The community's prime location on E Morton Avenue, a significant thoroughfare, provides easy access to various local points of interest. According to property listings, the central business district of Jacksonville is approximately 1.5 miles northwest of the property. This means residents have convenient access to local shops, dining options, and other essential services within a short drive.
For Illinois residents, Jacksonville's location in west-central Illinois offers reasonable accessibility to larger cities. Springfield, the state capital, is roughly a 45-minute drive east, providing access to a wider array of employment opportunities, cultural attractions, and healthcare facilities. Interstate 72 is also accessible, connecting Jacksonville to other parts of Illinois. While the property's current state (as noted in reviews) might impact immediate walkability or public transit access within the community, its position within Jacksonville ensures residents are not isolated from the town's resources and the broader regional infrastructure.
As a manufactured home community, Rolling Acres Mobile Estates traditionally offers a set of services centered around providing home sites and maintaining basic community infrastructure. However, given its current status as a property under bankruptcy sale and the feedback from residents, the actual consistent delivery of all services may vary. Typically, a mobile home park would aim to offer the following:
- Lot Rental: The fundamental service is leasing individual home sites where residents can place their manufactured homes. This usually involves a monthly lot rent fee.
- Utility Hookups: Sites are typically equipped with connections for essential utilities, including water, sewer, and electricity. Information from a move-in checklist for Rolling Acres (potentially from a previous management) indicates that water and sewer bills are part of the rent payment, handled by a billing company based on usage.
- Waste Management: Trash pickup service is a standard offering, with waste wheelers often provided to each unit.
- On-Site Management (Historically): Property listings mention "on-site management." However, recent resident reviews indicate significant challenges in contacting management for issues, suggesting a current deficiency in this area.
- Infrastructure (Planned/Existing): Property descriptions mention existing site improvements such as asphalt paved parking areas, curbing, signage, landscaping, yard lighting, and drainage. While resident reviews suggest a lack of maintenance in these areas, these are components that a functional mobile home park would typically maintain.
- Home Sales/Rental Facilitation: The community contains a mix of privately owned homes and community-owned homes. This implies services for either leasing lots to home owners or renting/selling homes directly from the community.
- Pet-Friendly Policies (Historically): Property descriptions mention "pet-friendly policies." However, specific rules and potential fees (e.g., pet fees included in recurring payments, as per an auto-payment document) would apply.
Prospective residents should exercise extreme caution and due diligence when inquiring about services offered at Rolling Acres Mobile Estates, explicitly asking about the current status of all utilities, maintenance schedules, waste management, and, critically, the accessibility and responsiveness of current management or ownership given the property's bankruptcy sale status and resident feedback.
Given the current situation of Rolling Acres Mobile Estates being under a bankruptcy sale and the critical feedback from residents, it's important to present features and highlights with a clear understanding of their current status and potential for future improvement. Historically and ideally, a community like Rolling Acres would feature:
- Affordable Housing Option: Manufactured home living generally offers a more economical housing solution compared to traditional stick-built homes, which is a primary draw for residents.
- All-Ages Community: The park is described as an "all-ages community," meaning it can accommodate individuals and families of various life stages.
- Spacious Lots: Property descriptions mention "spacious lots" (156 home sites on 39.39 acres), providing residents with more personal outdoor space than many apartment settings.
- Prime Location in Jacksonville: Its address on E Morton Ave provides easy access to local attractions in Jacksonville, including shopping centers (Jacksonville Shoppes), dining options, and cultural sites like Lincoln Square, all within approximately 1.5 miles of the central business district.
- Pet-Friendly Policies: Historically, the community has had pet-friendly policies, which is a key consideration for pet owners.
- Established Infrastructure (Needs Maintenance): The community was originally developed in 1976 and includes existing site improvements like asphalt paved parking, curbing, signage, landscaping, yard lighting, and drainage. While residents indicate these are currently in disrepair, the underlying infrastructure exists.
It is vital to acknowledge that current resident reviews significantly contradict the ideal state of these features, describing issues such as "trash everywhere," "overgrown lots," "burnt out trailers and ones that are falling in," lack of maintenance for dangerous elements like hornets' nests, and poor responsiveness from management. Therefore, while the potential for these features exists, their current state as perceived by residents is severely impacted. Prospective residents should visit the property in person and speak with any available on-site personnel to confirm the actual conditions.
Given the publicly available information indicating that Rolling Acres Mobile Estates is currently in a bankruptcy sale, it is highly unlikely that there are any active, consumer-facing promotions or special offers for new residents or home purchases. Typically, during a distress sale, the focus is on the sale of the property itself to a new owner, rather than attracting new tenants with incentives. The situation described in resident reviews—such as difficulty contacting management, unaddressed maintenance issues, and general decline—further suggests that marketing promotions would not be a priority for the current operational phase.
Any "offers" or "promotions" would likely be directed at potential buyers of the entire mobile home park, as part of the bankruptcy sale process. These might include:
- Investment Highlights: Information provided for potential buyers emphasizes "Bankruptcy Sale – Mobile Home Community," "Part of Portfolio of Eight (8) Available Communities," and the invitation for "Buyers for Individual Communities and Portfolio Buyers Welcome."
- Due Diligence Information: Prospective buyers would be offered access to financials and additional due diligence data under a Non-Disclosure Agreement (NDA).
For individuals looking to become residents, there are no advertised promotions for reduced rent, move-in specials, or home purchase incentives from the current ownership/management during this sale period. Any future promotions would entirely depend on the new owner's plans and their post-acquisition strategy for the community. Prospective residents should prepare to inquire about standard lot rent and any associated fees, without expectation of promotional offers, and understand that any terms would be subject to the conditions of a property in flux.
For inquiries regarding Rolling Acres Mobile Estates in Jacksonville, IL, particularly given its current status as a property undergoing a bankruptcy sale, direct contact with the most relevant party is crucial. While a general phone number is provided, it's important to manage expectations regarding responsiveness, as resident reviews indicate difficulties in reaching management.

Please be aware that contact avenues mentioned in property sale listings (e.g., specific brokers or legal representatives handling the bankruptcy sale) might be more effective for obtaining information about the property's future or current operational status than the general community phone number, especially if current resident reviews about non-responsive management are accurate. Prospective residents seeking to move into the community should prioritize an in-person visit if possible and attempt to speak with any on-site personnel to gauge current conditions and management presence.
For Illinois residents considering manufactured home living, Rolling Acres Mobile Estates in Jacksonville presents a complex situation that requires careful consideration. While historically, and in ideal circumstances, manufactured home communities offer an affordable housing alternative, the current publicly available information and recent resident reviews for Rolling Acres paint a picture of significant challenges. The suitability of this place for locals, particularly right now, is primarily for those with a high tolerance for uncertainty and a keen eye for potential future improvements under new ownership.
The core appeal of manufactured housing—affordability and a sense of community—remains, in theory, a benefit. Rolling Acres' location within Jacksonville provides convenient access to local amenities, education, and services, which is valuable for Illinois residents who want to stay connected to a city environment. However, the consistent and severe negative feedback from residents regarding pervasive trash, unaddressed maintenance issues (like dangerous insect nests and dilapidated units), and a critical lack of responsive management cannot be overlooked. This indicates that, at present, the community is not delivering on the basic expectations of a well-maintained and safely managed living environment.
The ongoing bankruptcy sale signifies a period of transition. While this can lead to instability, it also holds the promise of new ownership and potentially significant investment to address the documented issues. For locals, this means that while the community's current state might not be ideal, its future could see substantial improvements. Therefore, Rolling Acres Mobile Estates might only be "suitable" for those Iowans (or Illinois residents, as per the original prompt's target) who are actively seeking a distressed property with the potential for future revitalization, are prepared for initial challenges, and are willing to closely monitor developments under new management. For most seeking immediate, stable, and well-managed affordable housing, it's critical to conduct exhaustive due diligence and understand the full implications of a property in this transitional state.

It would be better if I did not share how horrible it is. May have too zoom in on the photo to see all the trash. Think people from all over town are dumping here. The hornets nest in my back yard, and yes I've been attacked 4 times and stung twice. Kids Fish there and I walk my dog there. I spoke with them over a week ago and told me they would get back with me by the next day. It's dangerous and I asked for it to be removed. So yes, no response. Did they reach out to me about wanting their rent money?? You better believe it. I would recommend NOBODY to even think about living here. I have been here over 4 years and this place has gone to the gutter. Several vacant, damaged and burnt down units need removed, lots so overgrown in areas looks hideous. I'm sorry Time Out Community but I have never asked for nothing and when it comes to my safety and you ignore me, this is what you get. Me expressing my feelings!!!
Trash everywhere no way to contact management to make payments the Dropbox is busted opened burnt out trailers and ones that are falling in everywhere . Absolutely horrible they need to be fined what this company does is criminal
I signed a lease in April. Then I get a notice my lease is canceled and I can either move or pay the 400 rent increase. Tried calling multiple timess to discuss no one ever answers. So I moved, only did they call me when I shut water off. When I told them about the letter, come to find out I got the letter in error and didn’t even need to move so they agreed to give me my deposit back. That has been since October. I have multiple lies documented. Like a email from the property manager say thing they will be out of office till June first. However, when I called the same property manager answered the phone. They also tried to tell me they mailed my check to my new address on October the 28th when that’s not even possible has I didn’t even fill out the return paper work till October 31 meaning they didn’t have my new address till the 31st. I have everything documented and I will see you guys in small claims court. PLEASEEEEE DO NOT rent here. Save yourself money and head ache. I was even hospitalized due to all the stress of this situation.

I moved in to a Trailer in rolling acres and signed a lease for a year in May and just got eviction papers because the mortgage company that owns my trailer Time Out filed bankruptcy in April BEFORE I signed my May lease - not only can you not get a hold of anyone to fix anything but they did a bait and switch on the trailer I looked at and the one I got - lived there less than 6 months before I got served that my trailer was in foreclosure- I had 3 weeks to move - will not see my deposit and the icing on the cake was when they wanted my rent for this month of November- court is in 1 week from today - DO NOT RENT from these people - they DO NOT return calls - They DO NOT do lawn service which is part of your lease - there are lawsuits against them all over the country - they simply DO NOT CARE - and you will have no clue if they default against the company that mortgages your trailer - you will be served papers and have little time to move - unethical and the epitome of slum lords - just giving you fair warning and they operate under several LLC’s so do your homework- just trying to do my part so you do not end up where I am right now
