Rolling Meadows Park, located in the charming town of North East, Pennsylvania, is a well-established manufactured home community offering a significant number of housing options for local residents. Built in 1980, the community encompasses 227 units, providing an accessible and often more affordable path to homeownership in the highly desirable Erie County region. For many Pennsylvanians, manufactured home parks represent a practical solution for stable, long-term living.
The park showcases a diverse range of homes, from neat, well-maintained units featuring additions, carports, and attractive yards, to homes that may require a resident's personal touch and effort. The overall aesthetic and quality of life are significantly shaped by the individual pride residents take in their homes and lots. The opportunity to own a comfortable home with a private yard space makes Rolling Meadows Park an attractive option for those looking to settle down in a community setting near the vibrant local attractions of North East. Prospective residents are required to obtain park approval before completing any home purchase within the community.
Rolling Meadows Park is situated at 5321 Loomis St, North East, PA 16428, USA, placing it strategically in Erie County. North East is a picturesque area known for its proximity to Lake Erie and the renowned Lake Erie Wine Country. The location offers excellent vehicular access, which is essential given the community's car-dependent rating.
The park's location offers several key advantages for local residents:
Highway Access: The community is located near major local highways, providing convenient routes for commuting to Erie and other nearby job centers.
Shopping and Dining: Essential amenities are close at hand. The Northeast PA Shopping Center is only about a 4-minute drive (1.5 miles) away, making daily errands quick and easy.
Education Access: The community falls within the North East attendance zone and is conveniently located near major regional educational institutions. Penn State Erie–Behrend is approximately 19 minutes (12.6 miles) away, and Mercyhurst College and Gannon University are also within a manageable driving distance.
Emergency Services: A notable advantage, as mentioned by a resident, is the quick response time of the local fire department to emergencies, offering residents an increased sense of security.
As a well-established mobile home community, Rolling Meadows Park is designed to support the infrastructure necessary for comfortable, long-term manufactured home living. These services are crucial components of the required lot rent.
Lot Rental and Home Ownership: The primary service is the rental of the land lot, allowing residents to own their manufactured home structure outright. This provides the security and investment of homeownership while leasing the land.
Community Management and Oversight: A dedicated park office and management team oversee the community operations, including the necessary park approval process for new residents and home sales.
Utility Connections: Home sites within the community are typically connected to essential utilities, though residents are responsible for individual hook-ups and usage. Available features within the homes often include access to high-speed internet and are designed to be smoke-free environments.
Infrastructure Maintenance: The lot rent covers general community maintenance. While the quality and timeliness of improvements, particularly regarding roads and older infrastructure (such as the playground dating back to the 1970s), are points of contention among some residents, the base service includes maintaining the communal spaces and internal roadways to a functional degree.
Safety and Emergency Response Support: The location benefits from effective local emergency services, with the fire department known for its rapid response to emergencies within the park.
The true highlights of Rolling Meadows Park are rooted in its provision of affordable homeownership and the potential for a friendly, cohesive neighborhood environment.
Affordable Homeownership Opportunity: The park serves as a vital source of accessible housing in Erie County, allowing Pennsylvania residents to purchase homes that often feature multiple bedrooms (e.g., three-bedroom, two-bathroom layouts) with features like eat-in kitchens, vaulted ceilings, and additions.
Individual Home Pride and Maintenance: Many residents demonstrate significant pride in their properties, maintaining "neat, orderly yards" and "well cared for homes." This commitment from a large segment of the community enhances the living experience and visual appeal of the park overall.
Spacious Home Features: The mobile homes for sale in the community often boast features comparable to traditional housing, including large open floor plans, kitchen islands, formal dining areas, and laundry rooms. Many offer a two-car driveway or a carport.
Established Community Structure: The park's age (established 1980) and size (227 units) denote an established living structure, offering a ready-made neighborhood for residents to move into.
Commitment to Improvement (Resident-Driven): While the park management faces critical feedback regarding maintenance and lot rent increases, the park's potential is largely driven by the residents who continually invest time and effort into making their individual properties beautiful and well-maintained.

Rolling Meadows Park offers Pennsylvania residents, particularly those in the Erie County area, a realistic and often necessary pathway to homeownership. Its primary suitability lies in providing accessible housing in a location that is conveniently close to major employment centers, essential shopping, and educational institutions in North East.
While the community faces challenges common to older mobile home parks, specifically relating to park-wide infrastructure upkeep, the core value remains strong: the opportunity to own a home with a private yard in a community setting. The existing presence of many "well cared for homes" demonstrates a high standard of living maintained by a significant portion of the residents. For locals prioritizing the financial benefits of home ownership over expensive traditional housing and who are willing to invest in their individual property, Rolling Meadows Park serves as a practical, established, and strategically located housing solution in Western Pennsylvania.

It's been years since I've been in this park. The streets were in good shape and some of the mobiles were well maintained with neat, orderly yards and obviously well cared for homes. Some however were in awful condition and those really detract from the others. Sad that some folks care so little about their homes. Lack of money is not an excuse for unkempt and dirty living conditions. Soap and water isn't expensive, and neither is ambition. Pretty shameful.
Aug 13, 2021 · Mrs. LThe park manager picks what rules apply to who and when. Lot rent consistantly goes up at least 10 dollars a year with no improvements made to the park. They don't maintain the roads. The playground is from the 70's. I have had excessive ice build up in front of my driveway for the last 5yrs. No one will fix the problem. There are drug dealers in the park that no one does anything about. The only good thing is the fire dept responds quick to emergencies.
May 07, 2018 · Jason SchwartzRolling Meadows is an awesome place to live. It's family friendly and your kids can make friends and hang out with them at the play ground.
Jun 08, 2023 · Lydia HaightIt's an okay park but they dont maintain the roads very well and the tenants dont seem to obey the "no out door cat" rule. Many stray and unfixed cats
Jun 04, 2021 · Alyssa PutnamManagers do nothing about tenants dumping their tree branches, grass clippings, shrubs on neighbors property. I've called numerous times in 6 yrs. Not even a call back. To bad the descent people that live there have to suffer too.
