Introduction / Overview
As New Yorkers continue to seek diverse and potentially more accessible housing options outside of major metropolitan areas, manufactured home communities like Fox Meadow Mobile Home Park (MHP) in Fulton, NY, present a distinct housing model. Located in Oswego County, Fox Meadow MHP is introduced as a substantial community offering residents the opportunity to purchase or place a manufactured home on a leased lot. The park reportedly boasts a significant number of sites, with management advertising over 145 spacious lots, featuring a blend of open and tree-lined settings to accommodate various resident preferences.
The community is positioned to offer a sense of neighborhood with the relative affordability often associated with manufactured housing. It aims to provide residents with essential, modern utilities and infrastructure, including a dedicated water source, underground utilities, and natural gas supply lines. While the park’s public-facing descriptions highlight its potential for comfortable living, recent resident feedback raises serious and immediate concerns that any prospective New York buyer or tenant must fully investigate. These reports focus heavily on recurring utility issues, including unexpected water shutoffs and, most critically, claims of persistent water quality problems, including the presence of lead, which current residents allege have not been adequately addressed by management, despite yearly increases in lot rent.
This article is designed to provide a factual, if complex, overview of Fox Meadow MHP, pairing the professional description of its facilities with the essential due diligence required to move into any residential community, particularly one whose long-term residents are voicing significant infrastructure and safety concerns.
Location and Accessibility
Fox Meadow MHP is conveniently situated at 1589 County Rte 8, Fulton, NY 13069, placing it strategically within Oswego County. This location offers a semi-rural setting while maintaining excellent accessibility to local commerce and key services.
The park's location on County Route 8 is a major benefit for local users, providing a straightforward commute. It is positioned approximately four miles from the center of Fulton, ensuring that residents have quick access to the city’s resources, including banks, local shops, and public services. A major point of convenience often cited is the proximity to large retail centers, with a major Supercenter located only about 1.7 miles away, making grocery runs and daily errands highly efficient.
For New York residents commuting or traveling further afield, the location provides relatively easy access to regional highways connecting to Syracuse and Oswego, positioning the MHP as a practical residence for those working across the Central New York area. The blend of open, natural surroundings with easy access to major commercial hubs makes the physical location highly appealing to those seeking the balance of quiet, suburban-style living with metropolitan conveniences nearby. However, the accessibility must be weighed against the reported quality of life within the park itself.
Services Offered
Fox Meadow MHP is structured to provide the necessary utilities and infrastructure to support long-term manufactured home residency. Based on publicly available details and resident reports, the core services offered include:
Spacious Lots
for the placement of resident-owned manufactured homes, offered through an annual or monthly lot rent agreement.100 Amp Electrical Service
and access toNatural Gas Supply Lines
.Community Water System
(source: public water records indicate the park runs its own system, which is the source of the reported issues), which provides water service to all homes.Town Roads
within the park and provision ofOff-Street Parking
at each site, enhancing traffic flow and resident convenience.Garbage and Dumpster Services
, though residents report this service is frequently inadequate, with dumpsters often overflowing. It must be emphasized that while these services are ostensibly offered, resident reviews consistently report severe failures in the water system service. Specifically, there are repeated claims of
unannounced and prolonged water shutoffs
andpersistent, documented issues with water quality
, including lead contamination and discoloration that has allegedly ruined personal property. Prospective residents should obtain and review all current public health reports and utility records before committing to a lease.
Features / Highlights
The principal highlights of Fox Meadow MHP, based on the park's structural attributes and location, can be summarized as follows, again with the caveat that these physical attributes are severely undercut by the reported utility concerns:
Affordable Home Ownership
in Oswego County, where residents own their home structure and lease the underlying land, a critical feature for New Yorkers seeking lower barriers to property ownership.Open and Tree-Lined Lots
across its 145+ sites, providing residents with options for both more sun exposure and greater privacy.Underground Utilities
andNatural Gas Access
are features that distinguish it from some older manufactured home parks, offering efficient and clean energy sources.Sizable Community Base
, which can translate into a sense of neighborhood and stability, provided the management maintains a healthy and functioning environment.Immediate Proximity to Major Retail

Conclusion: Why this Place is Suitable for Locals
Fox Meadow MHP’s suitability for New Yorkers is contingent on a critical distinction between its *potential* and its *reported reality*. In theory, the park offers a highly suitable housing solution for many residents of the Central New York region: the ability to achieve home ownership at a significantly lower entry cost than traditional site-built homes, coupled with a convenient location near the job market and amenities of Fulton. The spacious lots and available infrastructure for manufactured homes are key benefits for families seeking stability and a community feel.
However, the overwhelming and consistent concerns raised by multiple long-term residents—detailing severe, unannounced utility interruptions, overflowing waste disposal, and, most urgently, documented reports of lead contamination and persistent discoloration in the water supply—render the park unsuitable for safe, worry-free habitation until these issues are demonstrably and permanently resolved. For any local New York resident, the core requirement of any home is safe, reliable, and clean water. The current public reports and customer reviews indicate that this basic standard is not being consistently met, and that, according to residents, the lot rent increases have not been matched by necessary infrastructure improvements.
Therefore, while the park’s physical location and housing model offer a valuable option in the Oswego County housing market, *no* New Yorker should consider moving to Fox Meadow MHP without first performing extensive, independent due diligence. This must include obtaining the latest state and county public health reports, reviewing water quality testing history, and verifying that permanent, capital improvements have been made to address the critical water and waste management failures reported by its own long-term residents.
Been here the better part of 10 years. They constantly turn off the water at any given time sometimes for hours with zero warning. Also they put out water reports every so often, well another one came out today (6-10-25) and just like in the past there is lead in the water. They refuse to do anything about it. They are selling new mobile homes in here for for 60k with brown, lead filled water which by the way the water is so brown at times, if you wash your clothes unknowingly while the brown water is in the lines it literally stains your clothes to the point they have to be thrown out. I have thrown out hundreds of dollars in clothes. Lot rent also goes up every year with zero improvements to the water system .Do not move here. I will be contacting the state to see what if anything can be done. Ps do they even proof read these reports ?
Jun 11, 2025 · JoeThey tell people when they move in the water is safe to drink, yet apparently they found lead in the water and have not told residents. (They used to give out water reports and haven't in quite some time - coincidence ? I think not). They turn the water off randomly with no warnings, sometimes for the whole day. They pick and choose who has to follow the rules and will tell you to mind your own business if you bring it up to them. They continuously add more trailers and people in here but have no yet once in 5+ years gotten bigger or more dumpsters, which are ALWAYS overflowing with signs not to leave garbage when they are full. So what should people do with it then?? Every year lot rent is raised on the claim they are making improvements to the park... What improvements?? I have yet to see a single one
Jan 15, 2024 · BrookeMy mother in law just moved here, and it seems like a very nice park. Her brand new trailer was fairly priced and is beautiful. She is happy, so I am happy 😁
