Location and Accessibility
Capitol Manor Mobile Home Park, LLC is situated at 1308 Thornberry Rd, Del Valle, TX 78617, USA. This location places it within the community of Del Valle, just east of Austin. Del Valle has grown significantly in recent years, largely due to its proximity to Austin-Bergstrom International Airport (AUS) and the development of major employers in the area, such as the Tesla Gigafactory.
For local Texans, the accessibility of this location is a mixed bag, offering both convenience and some considerations. On one hand, living in Del Valle provides relatively easy access to Austin's vibrant downtown, its job market, and entertainment options via major roadways like Highway 71. The short commute to the airport is a significant advantage for those who travel frequently or work in the aviation sector. Public transportation options, though perhaps not as extensive as in central Austin, are typically available in such areas, connecting residents to key parts of the wider metropolitan region.
On the other hand, Del Valle is an area that has historically faced perceptions regarding amenities and infrastructure. While growth is ongoing, residents might still find that access to certain retail, dining, and recreational facilities requires a short drive. Some reviews have mentioned concerns about "trash everywhere" and frequent "parties and music is loud" in the surrounding area or within the park, which could affect the living environment. However, the exact impact of these comments on daily life can vary significantly from one resident to another.
Despite these points, the location remains attractive for those seeking more affordable housing options while maintaining a connection to the economic and cultural opportunities of Austin. Its position allows residents to benefit from Austin's growth without bearing the highest housing costs, making it a practical choice for many working families and individuals.
Services Offered
As a mobile home park, Capitol Manor Mobile Home Park, LLC is expected to provide fundamental services to its residents, focusing on lot rentals and basic infrastructure. Based on general mobile home park operations and insights from resident reviews, the services typically include:
- Lot Rentals: The primary service is leasing out plots of land (lots) where residents can place their manufactured homes. These lots usually come with utility hook-ups for water, sewer, and electricity, which residents connect their homes to.
- On-site Management: While reviews mention a current manager (Rhonda Ruiz) and previous managers, indicating an on-site or accessible management presence, the level of responsiveness and professionalism has been a point of concern for some residents. Management is responsible for rent collection, enforcing park rules, and addressing resident issues.
- Maintenance of Common Areas: Mobile home parks are typically responsible for the upkeep of shared infrastructure like roads, lighting in common areas, and general grounds maintenance. However, resident reviews mention "trash everywhere" and that they "don’t see any changes to the property" despite fee increases, suggesting potential issues with this service.
- Utility Access: Residents pay for their utilities (water, sewer, electricity), with the park providing the necessary hook-up points at each lot.
- Rule Enforcement: The management is expected to enforce park rules regarding noise, property maintenance, and resident conduct to ensure a harmonious living environment. However, reviews indicate a lack of consistent enforcement for issues like loud parties, constant construction noise, and unaddressed trash.
It's important for prospective residents to clarify the exact scope of services and the current state of maintenance and rule enforcement directly with the management.
Features / Highlights
Based on the provided resident feedback, Capitol Manor Mobile Home Park has both perceived strengths and areas that residents find challenging. The highlights, from a factual perspective, primarily relate to its core function as an affordable housing provider:
- Affordable Housing Option: The park offers mobile home living, which is generally a more budget-friendly alternative to traditional homeownership or apartment rentals in the Austin metropolitan area.
- Established Community: As a mobile home park that has been operational, it represents an established community for residents in Del Valle, providing a potential sense of belonging for those who value such an environment.
- Proximity to Austin: Its location in Del Valle provides convenient access to Austin's job market, entertainment, and amenities, which is a significant draw for many Texans.
However, it is crucial to present a balanced view, and residents have highlighted several significant concerns that can be considered as areas for improvement, impacting the overall living experience:
- Management Responsiveness: Multiple reviews point to issues with the current manager, Rhonda Ruiz, including unaddressed plumbing and refrigerator repairs, rejected calls, and a perceived lack of professionalism compared to previous management.
- Fee Increases and Violations: Residents report frequent rent and fee increases, along with the arbitrary addition of violation fees, even when properties are perceived as clean. This raises concerns about transparency and fairness in billing.
- Community Maintenance and Rules Enforcement: Complaints include "trash everywhere," constant loud music and parties, ongoing construction noise from neighbors, and general disarray, suggesting a lack of consistent rule enforcement and property upkeep by management.
- Maintenance Issues: Specific mentions of plumbing and refrigerator issues going unaddressed for extended periods indicate potential challenges with maintenance services.
Prospective residents should deeply consider these reported issues when evaluating the park.
Promotions or Special Offers
Based on the provided customer reviews and typical practices for mobile home parks, there is no public information about specific promotions or special offers at Capitol Manor Mobile Home Park, LLC. Mobile home parks primarily focus on long-term residency and the leasing of lots, rather than short-term promotional deals common in other housing sectors.
It is unlikely that the park regularly advertises discounts for new residents or seasonal incentives. However, interested individuals should always inquire directly with the park management about any potential arrangements or standard procedures for new tenants. These might include:
- Standard Lease Terms and Conditions: Clarifying the current rental rates, any hidden fees, and the terms of the lease agreement is paramount, especially given resident complaints about unexpected charges and increases.
- Application Process Information: Understanding any application fees or requirements for background checks and creditworthiness.
Given the resident feedback regarding unannounced fee increases and violation charges, it is strongly advised to obtain all financial terms and agreements in writing before committing to a lease at Capitol Manor Mobile Home Park.

Customer Reviews
They keep increasing the fees and always have violations of some kind . Took the rent on time and the manager decided to add violation fees to my bill, after I had already got the money order with the amount it was originally sent to me in the first place . I don’t think is fair and now my rent is late plus I have to pay violation . Lack of professionalism. I would like to chat with the owner because they keep sending violations when we have our property clean. There is always parties and music is loud, we never complaint , neighbors always doing construction of some kind, trash everywhere. But yet the rent and fees keep increasing and I don’t see any changes to the property, just fees .
Very poor help with this current manager Rhonda Ruiz. Told this lady to fix my plumbing a week ago and my refrigerator and nothing has been done. I have been a resident to this community for over 4 years and NEVER had a problem with the previous managers. Very disappointed with this lady. Rejects all my calls and I had to take upon myself to fix my kitchen sink.
I've been here two years and the manager before was great ..!! But now we don't even know who is the main manager never picks up the phone never in the office! The place it's self is ok but now that kids are out of school they be getting into people's yard and taking stuff ! But then again there is no manager on site to report it too!!!!! 😬😡
