Rolling Meadows Mobile Home Community About

For many Illinois residents, the search for a housing solution that balances affordability with the desire for homeownership is a common pursuit. Manufactured home communities, often known as mobile home parks, can present a distinct alternative to traditional stick-built homes or apartment living. These communities are designed to offer accessible pathways to owning your own home, often at a more appealing price point, while providing a sense of neighborhood and community.

In Mt. Vernon, Illinois, Rolling Meadows Mobile Home Community aims to be one such option. Situated at 16584 IL-37 #47, it serves as a potential residence for individuals and families seeking an affordable and established place to call home in Southern Illinois. Manufactured homes, which are the primary dwelling type within these parks, are constructed according to federal HUD Code standards, ensuring they meet rigorous requirements for safety, durability, and energy efficiency. This makes them a modern and often cost-effective choice for various lifestyles.

The appeal of living in a manufactured home community often extends beyond financial considerations. Many residents appreciate the potential for a simpler lifestyle, sometimes with reduced exterior maintenance responsibilities compared to owning a traditional house. Depending on the community's management and residents' engagement, these parks can foster a unique sense of belonging and camaraderie among neighbors. Rolling Meadows Mobile Home Community strives to offer these benefits, providing its residents with a potentially stable and practical living environment in Mt. Vernon.

For those in Mt. Vernon and the surrounding areas of Illinois considering their housing options, understanding the characteristics of a manufactured home community is important. It represents a chance to explore homeownership, experience a localized community feel, and benefit from a location that keeps you connected to local amenities. This overview aims to provide a factual perspective on what Rolling Meadows Mobile Home Community offers to the Mt. Vernon housing market, incorporating available public information and diverse customer feedback to provide a comprehensive picture.

Location and Accessibility

Rolling Meadows Mobile Home Community is located at 16584 IL-37 #47, Mt Vernon, IL 62864, USA. This address places the community in Mt. Vernon, a significant city in Southern Illinois. Mt. Vernon serves as a commercial and cultural hub for the region, offering a range of amenities and services to its residents.

The park's location directly on Illinois Route 37 (IL-37) is a key advantage for accessibility. IL-37 is a major state highway that runs through Mt. Vernon, ensuring direct and convenient access to various parts of the city. This means that residents have relatively easy access to local necessities such as grocery stores, retail centers, and dining options along this main thoroughfare and in nearby commercial zones. Mt. Vernon also features attractions like Cedarhurst Center for the Arts and local parks, which are typically within a reasonable driving distance.

For those who commute or need to travel regionally, the park's proximity to major interstate highways is a significant benefit. Mt. Vernon is strategically located at the intersection of Interstate 57 (I-57) and Interstate 64 (I-64), providing excellent connectivity to larger cities in Illinois and beyond. I-57 runs north-south, connecting to areas like Effingham and Benton, while I-64 runs east-west, linking to places like Centralia and Salem. This makes the community a practical choice for individuals and families working in Mt. Vernon or in surrounding areas who value convenient transportation links.

While personal vehicles are generally the most common mode of transportation in this region, Mt. Vernon does have local transportation options. The ease of access to major roads enhances the community's appeal for those seeking a balance between a quieter residential setting and connectivity to urban conveniences in Southern Illinois.

Services Offered

Rolling Meadows Mobile Home Community, as a manufactured home park, typically provides fundamental services that underpin the living experience for its residents. While specific details should always be verified directly with the park management, common services offered in such communities generally include:

  • Lot Rental: The primary service is the lease or rental of the individual plots of land where residents place their manufactured homes. This monthly lot rent provides residents with the right to occupy their space within the community and access the park's general infrastructure.
  • Utility Connections: The park usually provides the necessary hook-ups for essential utilities, such as water, sewer, and electricity, to each home site. Residents are generally responsible for their individual utility consumption and direct billing with the relevant service providers. However, it's important to note a significant concern raised in a review: "The water bill for the entire park is 'divided equally', even if any of the 40+ empty trailers bust a waterline in the cold or others use exuberant amounts of water and refuse to pay the water portion because they are waiting on lawsuits against the park." This suggests a shared utility billing model for water, which prospective residents should thoroughly investigate for clarity and transparency.
  • Road Maintenance: The internal roads within the mobile home park are typically maintained by the park management, ensuring accessibility for residents, visitors, and emergency services.
  • On-Site Management/Support: Mobile home communities generally have a management presence, accessible by phone or potentially through an office, to address resident inquiries, enforce community rules, and oversee general park operations. Reviews indicate the presence of "2 new managers" who are described as "kind to everyone but very overworked." This suggests management is present, but potential residents should inquire about their capacity to address concerns effectively.

It is critically important for prospective residents to contact Rolling Meadows Mobile Home Community directly to obtain a comprehensive and precise list of all services included in the lot rent, any additional fees (especially concerning utilities), and detailed information regarding resident responsibilities and how issues are addressed. Given the detailed concerns raised in customer reviews, particular attention should be paid to clarifying all aspects of billing, property maintenance, and management responsiveness.

Features / Highlights

Rolling Meadows Mobile Home Community in Mt. Vernon, Illinois, potentially offers several features for residents seeking a specific type of living arrangement. However, it is crucial to present these alongside reported concerns, to provide a balanced and factual overview.

  • Affordable Housing Potential: Manufactured home communities generally offer a more budget-friendly pathway to homeownership or stable, long-term housing compared to traditional stick-built homes. This accessibility to property can be a significant draw for individuals and families in the Mt. Vernon area looking for cost-effective living solutions.
  • Established Location: Situated on IL-37, the community benefits from an established presence in Mt. Vernon, providing residents with relatively easy access to local amenities, including shopping, dining, and essential services within the city. Its proximity to major interstates (I-57 and I-64) also highlights its strategic regional accessibility for commuters.
  • Potential for Community Living: Like many mobile home parks, Rolling Meadows offers the potential for a community-oriented living environment, where neighbors might interact and a sense of collective residence could develop.

However, it is vital to acknowledge the significant and detailed concerns expressed in customer reviews, as these represent critical aspects of the living experience and highlight areas where the community may fall short on expected features and highlights:

  • Management and Communication Issues: Multiple reviews highlight severe problems with management, including claims of "repeatedly told we owe thousands of dollars in lot rent when we have paid our rent consistently," "refuse to answer phone calls or question," "locked out of the portal account," and "no communication about important stuff." This indicates a major concern regarding transparent and effective management.
  • Questionable Utility Billing: The practice of the "water bill for the entire park is 'divided equally'," with concerns about "empty trailers bust a waterline" and others "refuse to pay the water portion because they are waiting on lawsuits against the park," is a significant negative feature, potentially leading to unfair burdens on paying residents.
  • Park Appearance and Maintenance: A review explicitly states, "Very trashy. It’s sad management has not been taking care of the area. Judging by the recent photos, I will never live there nor will I suggest this place to anyone." This indicates a concern with the physical upkeep and overall appearance of the community.
  • Concerns about Safety and Environment: One review mentions "Heavy drug activity in the park" and a low percentage of residents holding jobs, which raises serious concerns about the living environment and safety.

For prospective residents in Illinois, it is paramount to thoroughly investigate these highlighted concerns and understand how they might impact daily life before considering Rolling Meadows Mobile Home Community.

Promotions or Special Offers

Based on the provided customer reviews and typical practices for mobile home communities, there is no explicit public information about "promotions or special offers" in the traditional sense (e.g., discounted rent for a period, move-in bonuses) for Rolling Meadows Mobile Home Community. The reviews focus on operational issues rather than marketing incentives.

Instead of promotional offers, the primary "offer" of a manufactured home park like Rolling Meadows is generally its promise of accessible and affordable housing compared to other types of residential properties. However, even this core value appears to be challenged by the significant issues raised in customer feedback:

  • Allegations of Billing Inaccuracies: Reviews state, "Repeatedly told we owe thousands of dollars in lot rent when we have paid our rent consistently," and "The portal they give us to pay our rent is not accurate (saying we owe 5k)." If accurate, such issues negate any perceived affordability through unclear or incorrect billing.
  • Increased Lot Rent without Clear Benefit: One reviewer mentioned being "not to happy about the doubled lot rent," indicating that affordability, even if initially present, has been a changing factor.
  • Lack of Transparency in Utility Billing: The shared water bill system, where "the water bill for the entire park is 'divided equally'," and some residents are reportedly "waiting on lawsuits against the park" regarding water payments, undermines the financial predictability that might be considered an "offer" in other communities.

Given the nature of the feedback, prospective residents should not anticipate special offers and should instead prioritize thoroughly investigating the financial arrangements, including lot rent, utility billing, and any alleged discrepancies, directly with the park management. It is crucial to obtain all financial terms in writing and seek independent verification where possible to avoid potential issues.

Conclusion: Why This Place is Suitable for Locals

For individuals and families in Mt. Vernon and the wider Illinois region, Rolling Meadows Mobile Home Community presents a housing option that, in theory, offers a path to more affordable living within a community setting. Its location on IL-37, providing easy access to Mt. Vernon's amenities and major interstates, is undeniably convenient for local residents and commuters in Southern Illinois.

The inherent appeal of manufactured home living lies in its potential for lower upfront costs compared to traditional home purchases, allowing more people to achieve a form of homeownership. This financial accessibility can be a significant draw for those seeking stability without the higher financial burden often associated with conventional housing markets.

However, it is crucial for any local considering Rolling Meadows Mobile Home Community to be fully aware of and critically evaluate the substantial concerns raised in recent customer reviews. These issues—including repeated billing discrepancies, alleged unauthorized account access, lack of communication from management, concerns about park maintenance and cleanliness ("Very trashy"), issues with a "doubled lot rent," and a problematic shared water billing system where "Heavy drug activity" and alleged lawsuits are mentioned—paint a challenging picture of the living experience for some residents.

While the concept of affordable housing in a convenient location is suitable for many Illinoisans, the reported operational and management issues at Rolling Meadows Mobile Home Community are serious. For a mobile home park to truly be "suitable" for locals, it must consistently provide a safe, well-managed, and transparent living environment where residents' concerns are addressed effectively and fairly. The current public feedback suggests that these fundamental aspects may not be consistently met.

Therefore, while Rolling Meadows Mobile Home Community might initially appear to offer an affordable housing solution in a good location, prospective residents in Illinois must exercise extreme caution. Thorough, direct, and detailed communication with current management, coupled with independent verification of all terms, conditions, and billing practices, is absolutely essential before making any commitment. It is vital for locals to conduct comprehensive due diligence to determine if this community aligns with their expectations for a stable, transparent, and supportive living environment.

Repeatedly told we owe thousands of dollars in lot rent when we have paid our rent consistently. Given multiple 5 day pay or leave notices managers refuse to answer phone calls or question. We have a rent to own contract which we have shown to every manager we have met so far and after they scam it to send it to the head office they tell us they don't even have record of us living there. We've been here for four years. The portal they give us to pay our rent is not accurate(saying we owe 5k) and despite us showing that we sent rent to their offices and those checks were cashed by them they claim to fix it and the next week we got locked out of the portal account they made for us. They aren't even fixing up old trailers to get new tenants in the park. Bunch of shady business people trying to drive out the tenants they have left. 10/10 Recommend getting a lawyer if you live here.

All around terrible no communication about important stuff. Have rented a lot here for 3 years, wasn’t to happy about the doubled lot rent but everything is more expensive nowadays. I was excited to finally get a lease lol, nope it has been ten months of more than $600 for them to say whatever to get you off of the phone. Most of everyone here is a deadbeat and not paying there bills. The water bill for the entire park is “divided equally”, even if any of the 40+ empty trailers bust a waterline in the cold or others use exuberant amounts of water and refuse to pay the water portion because they are waiting on lawsuits against the park. Heavy drug activity in the park I would say roughly 1/10 residents here even had a job. The 2 new managers are kind to everyone but very overworked. Would be happy with a lease and a personal water meter lol

My wife and I have been here since 2010 on October 2022 we had a letter taped to our front door about our lot rent being raised from 275 a month to 525 a month starting Jan. 2023. We received a letter in the mail stating we owed another 314.16 for rent ,water, sewage, and trash pickup. Management will not answer my calls to explain.

I don’t even know where to start..been living here about 2 years almost in a fairly nice trailer and I’ll have to admit it’s been peaceful..but from my understanding the current park manager sold the trailer park and only trailer owners were informed of increased lot rent from 250 to 550, in my case I do not own my trailer but without notice of any kind from the old or new owners that this will effect Renters as well, my rent went from 650 to 911 plus with a 200 outstanding bill which they still cant explain to me why that’s on there considering I’ve never been late on bills or rent since I’ve been living here and utilities that were together like trash and water are now individual bills so all in all I’m looking at about 1100 roughly which is absolutely ridiculous considering it went from 650 to 1100 in one day with no notice or new lease contract signed. So I’m extremely frustrated and annoyed at the fact we’re being ripped off and went from being stable to being evicted while me and my wife are 8 months pregnant with literally no where to go…if I knew any better this is not right for the new owners to increase such an amount without notice of any kind or contract stating that things are different and if I could I would fight them in court but I don’t know how it works or if it’s even worth the time, I hope if anyone reads this that they stay away from this place !

They raised the lot rent to "redo" the roads and the pot holes are so bad you can hardly dodge them! Also, there are several mobile homes out here that have been vacant for a while now and are harvesting bugs which have been spreading to the homes nearby. A good friend of mine who is a hard working man was looking to rent a place here and he was told there was none available but there is atleast 3 homes that are empty. If you have small children you need to keep a close eye on them because people speed through the park all the time and there are no speed bumps. The park they have for the kids is a complete joke. We were excited for the changes we were promised with getting a new owner but the park remains the same as it was. Highly Disappointed!
